Moving to Cyprus from the UK in 2026: residence permits after Brexit, the 2018 tax treaty and your pension
A British citizen moving to Cyprus since 2021 is a third-country national: 90 days without a visa, then a residence permit. The usual routes are the visitor's permit for people living on their own money, the digital nomad permit for remote workers and the investor's permanent residence. On tax, the 2018 UK–Cyprus convention makes most pensions taxable only where you live, so a UK private or State Pension is taxed in Cyprus, where a foreign pension can be taxed at 5% above €5,000. A UK government service pension stays taxed in the UK. Unlike the Maltese treaty, the Cypriot one has no clause limiting relief to income remitted.

Moving to Cyprus from the UK is two separate questions answered by two separate states. Cyprus decides whether you may live there, and since 1 January 2021 it treats a British citizen like any other non-EU national. The United Kingdom decides whether you have stopped being taxable there, and the 2018 UK–Cyprus convention then decides which of the two countries taxes each kind of income. This page sets out both, with the date each instrument was read.
It is built from the UK–Cyprus Double Taxation Convention signed in Nicosia on 22 March 2018, read in its gov.uk text on 26 October 2026; the UK government's guides "Living in Cyprus" and the Cyprus entry requirements, read the same day; and the Cypriot permit criteria and tax laws already recorded in our Cyprus verification file.
Moving to Cyprus from the UK after Brexit: you need a residence permit
The Withdrawal Agreement protects British citizens who were living in Cyprus before 1 January 2021. Anyone moving now is a third-country national. The UK government's entry requirements page gives the visitor's position: "You can travel without a visa to Cyprus for up to 90 days." Beyond that, its "Living in Cyprus" guide says you must "apply for temporary residency as a third country national".
Two details matter for a British mover:
- Cyprus is not in the Schengen area, and the UK government states that "visits to Cyprus do not count towards your 90-day visa-free limit in the Schengen area". Time spent in Cyprus and time spent in, say, Greece are counted separately.
- Your passport must have been issued less than ten years before the day you arrive and expire at least three months after the day you plan to leave.
Cyprus visa routes for British citizens: visitor, digital nomad or golden visa
No permit is designed for British citizens in particular. The three that a British mover usually uses:
| Route | Who it fits | Money | Term | Work in Cyprus |
|---|---|---|---|---|
| Visitor's permit | Retirees and people living on their own income | €2,000 a month in transfers from abroad, plus 20% for a spouse and 15% per child | One year, renewed yearly | No economic activity |
| Digital nomad permit | Employees or self-employed working for clients abroad | €3,500 a month net | One year, then up to two more | Remote work for abroad only |
| Permanent residence by investment | Investors who want the permit to be permanent | €300,000 invested, plus €50,000 a year in income | Permanent; card renewed every ten years | Not allowed, except as director of the investee company |
The visitor's permit is set out with its documents in retiring in Cyprus, the nomad permit in the Cyprus digital nomad visa, and the investor route with its true cost in the Cyprus golden visa guide. The UK government's guide adds that permanent residency may be possible after living in Cyprus for five years or more.
Leaving the UK tax net is decided by the UK statutory residence test
Moving does not end UK tax residence by itself. The United Kingdom decides that under its own statutory residence test, which counts days spent in the UK and ties to it: accommodation, family, work and the previous years. Nothing Cyprus does affects it, and until you have left under that test, Cypriot tax rates are a fact about a country you are not yet resident in.
We do not print the test's day counts: they are HMRC's, and this site verifies foreign instruments rather than the UK tax code.
UK–Cyprus tax treaty: signed in 2018, in force from 2019
The convention was signed on 22 March 2018 and entered into force on 18 July 2018. It replaced the 1974 convention and has effect:
- in the United Kingdom, for income tax and capital gains tax from the year of assessment beginning 6 April 2019, and for taxes withheld at source from 1 January 2019;
- in Cyprus, for all taxes from 1 January 2019.
If the UK and Cyprus both treat you as resident: article 4(3)
Article 4(3) settles dual residence in a fixed order, and nationality comes third:
- a permanent home available to you; if you have one in both countries, the country with which your personal and economic relations are closer, your centre of vital interests;
- if that cannot be decided, or you have no permanent home in either, the country where you have an habitual abode;
- if you have one in both or neither, the country of which you are a national;
- if that still does not decide it, the two tax administrations settle it by mutual agreement.
A house kept in England while you live in Limassol is the first thing this test looks at. Selling it or letting it on a long lease is often what moves the answer.
UK pensions in Cyprus: taxed only in Cyprus, at 5% above €5,000
Article 17(1): "pensions and other similar remuneration paid to a resident of a Contracting State shall be taxable only in that State", subject only to the government service rule below. For a Cyprus tax resident, that puts private and occupational pensions paid from the UK in Cyprus's hands alone.
Cyprus then taxes a pension for services rendered abroad, under article 20 of its Income Tax Law, at 5% on the amount above €5,000, or on the ordinary scale if you choose it for that year. With the 2026 scale starting at €22,000, the scale is cheaper below about €27,700 a year.
| Foreign pension a year | 5% option | 2026 scale |
|---|---|---|
| €20,000 | €750 | €0 |
| €27,700 | €1,135 | €1,140 |
| €40,000 | €1,750 | €4,000 |
| €60,000 | €2,750 | €9,900 |
The figures assume the pension is the only income; other Cypriot income changes the scale column. How you stop HMRC deducting UK tax at source is a UK procedure we have not read.
UK government service pensions stay taxed in the UK
Article 18(2) carves out pensions paid by the UK government, or out of funds it created, for services rendered to it: they are "taxable only in that State", the United Kingdom. They become taxable only in Cyprus solely where the person "is a resident of, and a national of" Cyprus. A British citizen without Cypriot nationality keeps paying UK tax on such a pension wherever he lives. Which public-sector schemes count as government service is decided by HMRC, not by this page.
The UK–Cyprus treaty has no remittance clause
Article 22 relieves double taxation by credit in both directions. Unlike article 23 of the UK–Malta convention, set out in living in Malta from the UK, the Cypriot treaty contains no clause limiting UK relief to income actually remitted to the other country.
That matters because a Cyprus resident whose domicile is outside Cyprus pays neither income tax nor the special defence contribution on dividends and interest, and Cyprus does not tax them by reference to remittance at all. How that non-dom position works is in non-dom regimes in Europe and Cyprus tax for individuals.
Selling your UK home after moving to Cyprus
Article 13(1) lets the country where immovable property sits tax the gain on it: a UK house sold after the move may be taxed by the UK. On the Cypriot side, capital gains tax under Law 52/1980 reaches only property in Cyprus, so a gain on a house in England is outside it. Other gains, under article 13(5), are taxable only where the seller is resident. How the UK taxes non-residents on UK land, and its rules on people who return within a few years, are UK law we have not read.
Driving in Cyprus with a UK licence
The UK government's guide says that to keep driving after six months you "must exchange your driving licence if it was issued in the UK", applying before the six months end, and that "You cannot use an International Driving Permit (IDP) instead of exchanging your licence." Licences issued in Gibraltar, Jersey, Guernsey or the Isle of Man cannot be exchanged.
Frequently asked questions
Do I need a visa to move to Cyprus from the UK?
Not to arrive: a British citizen can stay up to 90 days without a visa. To live there beyond that you need a residence permit, usually the visitor's permit, the digital nomad permit or permanent residence by investment.
Can British citizens still move to Cyprus after Brexit?
Yes, as third-country nationals. Only those living in Cyprus before 1 January 2021 keep Withdrawal Agreement rights.
How is a UK pension taxed in Cyprus?
Under article 17 of the 2018 convention, a private or occupational pension paid to a Cyprus resident is taxable only in Cyprus, where a foreign pension can be taxed at 5% above €5,000 or on the scale, whichever you choose each year. A UK government service pension stays taxable in the UK.
Is there a double tax treaty between the UK and Cyprus?
Yes. Signed on 22 March 2018, in force from 18 July 2018, with effect in the UK from 6 April 2019 for income tax and in Cyprus from 1 January 2019.
Do days in Cyprus count towards the Schengen 90 days?
No. Cyprus is not in the Schengen area, and the UK government states that visits to Cyprus do not count towards the Schengen limit.
Can I drive in Cyprus on a UK licence?
For six months. After that you must exchange it for a Cypriot licence; an International Driving Permit does not replace the exchange.

If you are planning a move to Cyprus from the UK
We do not give legal or tax advice. What we do is put a person who knows what they are asking in front of a licensed adviser in Cyprus. The questions that decide this move are rarely the rate. They are which permit fits how you will live, when you stop being UK resident, whether your pension counts as government service, and what happens to the house you leave behind. Send them through the enquiry form. We take no part in the fee.
