PESEL number in Poland for foreigners: how to get one, with or without address registration
PESEL is an eleven-digit number from the population register, and a foreigner gets it in one of two ways. The first is automatic: when you register your address (zameldowanie), the number is assigned without a separate application. The second is an application at any gmina, when you cannot register but need the number; the application must name the legal provision that obliges you to have one, and a non-EU citizen has to come in person. Both are free. PESEL UKR is a separate procedure for holders of temporary protection, with a photograph, fingerprints and no appeal against a refusal. All of it here by article of the Population Register Act as consolidated in March 2026.

PESEL is the Polish document people search for more than any other: without it you cannot confirm a Trusted Profile (*profil zaufany*) or handle matters online, and your bank, your employer and your doctor all ask for it. Yet the number is neither a permit nor a status. It is an identifier in a state register, and the law says very briefly who gets one and how.
This walk-through follows the Act of 24 September 2010 on population records (*ustawa o ewidencji ludności*) in its consolidated text, Dz.U. 2026 poz. 384, which already includes the 2025 amendments and the act winding down the special regime for Ukrainians. PESEL number in Poland in 2026: the short version
- PESEL is a number in a register, not a document. The law provides for no separate "PESEL card": you are told the number in a notification, and it is printed on your residence card (*karta pobytu*).
- Two routes for a foreigner. Automatically when you register your address, or on application if the number is mandatory for you and you cannot register.
- Free either way. The application is accepted on the spot.
- You can apply at any gmina, not necessarily where you live.
- A non-EU citizen applies in person. The exception is children born in Poland.
- The application needs a legal basis: the provision that obliges you to have the number. "I would like a PESEL" is not a basis.
- PESEL UKR is a different procedure: for holders of temporary protection, with a photograph and fingerprints, and a refusal cannot be appealed.
- The number is not changed on request. Only in three cases: a corrected date of birth, a change of sex, or an error or deception when it was assigned.
- Without PESEL you cannot confirm a Trusted Profile, and you cannot register your address online without visiting the gmina.
- From 1 November 2026 you cannot open a sole proprietorship (JDG) without PESEL: the number is required for the application to CEIDG, the business register.
What a PESEL number is and what is encoded in it
PESEL is an eleven-digit number that uniquely identifies a person, art. 15 of the Act. Its digits are not random:

The practical consequence: the number is tied to your date of birth and your sex. If the passport you were entered into the register with carried a wrong date, the number is wrong too, and it is replaced rather than "corrected in a form", art. 19.
The number itself is assigned by the minister responsible for digital affairs; the gmina, the voivode (*wojewoda*) or the civil registry office only pass the data on, art. 16(3) and art. 17. So a gmina does not "issue" the number over the counter: the central system assigns it, and the gmina tells you the result.
How to get a PESEL number as a foreigner: two routes
The PESEL register holds the data of foreigners residing in Poland, art. 7(1)(3), and separately of people obliged to have a number under other laws, art. 7(2). Which group you are in decides the route.

The first route is the simplest. If you live in Poland for longer than 30 days, you are already obliged to register your address (*zameldowanie*, often called meldunek), and the number arrives with the registration. The deadline for a non-EU citizen is shorter than almost every guide says, so read it in the Act itself rather than in a guide.
PESEL number for foreigners without address registration
The second route exists for people who need the number but cannot register an address, or cannot yet. The rules are in art. 18:
- A written application, on paper, with your own handwritten signature, at any gmina, art. 18(1). The law provides no electronic filing for this route.
- In person, if you are not a citizen of the EU, the EEA or Switzerland, not a family member of such a citizen, and not a British citizen with rights under the Withdrawal Agreement, art. 18(1a). For a citizen of India, the Philippines, Turkey, Ukraine or Belarus this means going to the gmina yourself, with no proxy. The exception is children born in Poland.
- State the legal basis and support your data with documents, art. 18(2).
- Seven days to fix gaps. If the application is incomplete, the gmina asks you to complete it; if you do not, the application is left unexamined, art. 18(3).
The basis is the main condition. The official gov.pl page on PESEL for foreigners asks you to enter "the actual legal basis from which the obligation to have the number follows", and adds that if an institution such as ZUS or the tax office requires your PESEL, it should name the basis as well. So the approach that works is this: ask whoever wants the number which provision they rely on, and write that provision into the application. From 1 November 2026 a future business owner has such a provision: art. 4(9) of the Act on foreign entrepreneurs states that a foreigner applying to CEIDG "is obliged to have a PESEL number".
Cost and waiting time. According to gov.pl the service is free, the application is accepted on the spot, and you are told the number in a notification. The law sets no separate deadline for assigning it.

PESEL UKR: how it differs from an ordinary PESEL
This section matters if you are a citizen of Ukraine. PESEL UKR is not a separate number but a UKR status attached to a PESEL number. Since the act winding down the special regime for Ukrainians (Dz.U. 2026 poz. 203), it is assigned under Chapter 5a of the Population Register Act to holders of temporary protection within the meaning of the Act on granting protection to foreigners, art. 44a(1).
The procedure is stricter than the ordinary one:
- In person at the gmina, on paper, with a legible signature; a gmina employee may fill in the form from what the applicant says, art. 44a(3).
- A photograph meeting the requirements for an identity card photo, art. 44a(9).
- Fingerprints from everyone aged 6 or over, art. 44a(10)–(11).
- Statements made under criminal liability: that you arrived from the territory covered by the EU decision, about the family relationship, and that you have no other basis for staying, art. 44a(6)(19)–(22) and art. 44a(15).
- A refusal by decision with no appeal, if the photograph does not meet the requirements or the fingerprints were not taken, art. 44a(19)–(20).
The UKR status is lost when you leave. If you go to another Schengen country, the status can be ended by a statement of departure at any gmina, art. 44a(23). After you return, the status is assigned afresh on a new application, dated from the re-entry, art. 44b(1). That is why a break in the status is the main reason for refusals of the CUKR card, which requires an unbroken UKR status of at least 365 days.
How long protection lasts. Council of the EU decision 2026/1912 extended temporary protection until 4 March 2028, according to the Office for Foreigners (*Urząd do Spraw Cudzoziemców*). An application for the CUKR card can only be filed until 4 March 2027, and the EU extension does not move that date.
What a foreigner needs a PESEL number for
The law does not list "what PESEL gives you", but several consequences follow directly from the text:

Many private organisations, such as banks, employers and clinics, ask for PESEL because their systems are built around it. The obligation to have the number in a given situation is set by a specific law, and it is the party asking for the number that should tell you which one.
How to check your PESEL number and your data in the register
- Online. Anyone whose data is in the PESEL register can view it through the electronic service of the minister responsible for digital affairs, after logging in with a Trusted Profile or another means of authentication, art. 45(1). A parent can also see a child's data, if the parent's number is recorded against the child in the register, art. 45(1a)–(1c).
- At the gmina. Any gmina issues, on application, a certificate with a full or partial extract from the PESEL register, art. 45(2a); the gmina where you are registered issues one from the register of residents, art. 45(2).
- Checking the number for an error. The first six digits must match your date of birth, and the 10th digit your sex. If they do not, the number is replaced under art. 19.
Does a PESEL number change, and does it expire
The law sets no period of validity for the number. It is changed in only three cases, art. 19(1):
- the date of birth has been corrected;
- the sex has been changed;
- the number was assigned because of an authority's error, or after the authority was misled about the person's identity.
A new residence card, a new passport or a move to another city does not change the number. What changes is the data attached to it: the passport series, the registered address, the status. If the data in the register is out of date, for example your passport is already a new one, have it corrected at the gmina, or a check against the register may fail.
Where practice differs from the law
- "PESEL in an hour without registration" is how agencies advertise their services. The application at the gmina is free by law and accepted on the spot; only the agency's help is paid. The basis you must write into the application is not something an agency can create: either the law provides one for your situation or it does not.
- The legal reference on gov.pl is out of date. The page on PESEL for foreigners was updated on 26 March 2026, but it cites the Act as Dz.U. 2021 poz. 510. The consolidated text in force is Dz.U. 2026 poz. 384; the procedure the page describes matches it.
- "PESEL is required to work" is written often, but the Population Register Act contains no such provision. If your employer requires the number, ask for the basis: that is exactly what goes into the application.

Frequently asked questions about the PESEL number
How does a foreigner get a PESEL number in Poland?
There are two routes. Automatically, when you register your address, with no separate application. Or by applying at any gmina, if the law obliges you to have the number and you cannot register an address. A non-EU citizen files the application in person.
Can I get a PESEL number without address registration?
Yes, by application under art. 18, if there is a legal provision that obliges you to have the number. You name it in the application. Without such a provision the gmina may leave the application unexamined.
How much does a PESEL number cost?
Nothing. Both the assignment on address registration and the application are free. Only intermediaries' services are paid.
How long is a PESEL number valid?
The number has no expiry. It is changed only when a date of birth is corrected, when sex is changed, or when it was assigned by error or deception.
What is the difference between PESEL and PESEL UKR?
The number is built the same way; UKR is a status attached to it for holders of temporary protection. It is assigned in person, with a photograph and fingerprints, a refusal cannot be appealed, and the status can be lost when you leave Poland.
Do I need to update my PESEL?
The number itself, no. What needs updating is the data attached to it: a new passport, an address, a status. Otherwise checks against the register, for the CUKR card for instance, may fail.
How can I check my PESEL number online?
Log in to the electronic service of the minister responsible for digital affairs with a Trusted Profile or another means of authentication and view your data in the PESEL register, art. 45(1). Any gmina also issues an extract on application.
Where do I apply for a PESEL in Warsaw or Kraków?
An application under art. 18 is accepted by any gmina, not only the one where you live, so choose the one where an appointment is easiest to get. If the number is to come with your address registration, go to the gmina where your home is.
When a PESEL number is not a simple matter
Getting the number is easy if you are registering an address or know the basis for your application. It is different if:
- the gmina refuses to accept the application without a basis;
- the register holds a wrong date of birth or an old passport;
- your UKR status was ended after a trip and you are preparing a CUKR card application;
- PESEL UKR was refused because of the photograph or the fingerprints: there is no appeal, so you have to apply again;
- you need the number for work or a business, and your residence status is in question.
